Transformaciones socioculturales en el proceso de reorganización territorial de la Comunidad Indígena Nutabe de Orobajo por el desarrollo del Proyecto Hidroeléctrico Ituango.

RESUMEN: El autoreconocimiento de la comunidad indígena Nutabe de Orobajo y la certificación emitida por parte del Ministerio del Interior como parcialidad indígena, obligó a las Empresas Públicas de Medellín – EPM como ejecutora del Proyecto Hidroeléctrico Ituango – PHI, a realizar el proceso de consulta previa, que si bien debe ser previa como su nombre lo indica, para este caso en particular se realizó en el año 2018 cuando ya se habían iniciado las obras del proyecto y se había negociado individualmente con las familias Nutabe que fueron desplazadas de su territorio ancestral de asentamiento. Los acuerdos protocolizados en la consulta previa no han garantizado que el pueblo Nutabe se reorganice en el nuevo predio adquirido, toda vez que se encuentran en los mismos territorios a los que migraron individualmente, lo que da lugar a que la comunidad siga fragmentada y sin una cohesión social que permita reconstruir su plan de vida como una colectividad en un mismo territorio. El ejercicio de investigación se centró en analizar las transformaciones socioculturales del pueblo Nutabe por la reorganización territorial utilizando la etnografía, entrevistas y registros fotográficos como herramientas para poder cumplir tal objetivo. Los hallazgos obtenidos permitieron concluir que para que haya un proceso de reorganización territorial debe darse una apropiación socioeconómica y simbólico-cultural que permita la reconstrucción identitaria y cultural del pueblo Nutabe en una nueva espacialidad. ABSTRACT: The self-recognition of the Nutabe de Orobajo indigenous community and the certification issued by the Ministry of the Interior as an indigenous group, forced the Public Companies of Medellín - EPM as executor of the Ituango Hydroelectric Project - PHI, to carry out the prior consultation process, which Although it must be prior as its name indicates, for this particular case it was carried out in 2018 when the project works had already begun and it had been negotiated individually with the Nutabe families who were displaced from their ancestral settlement territory. The agreements formalized in the prior consultation have not guaranteed that the Nutabe people will reorganize themselves in the new property acquired, since they are in the same territories to which they migrated individually, which means that the community continues to be fragmented and without a social cohesion that allows rebuilding their life plan as a community in the same territory. The research exercise focused on analyzing the sociocultural transformations of the Nutabe people due to territorial reorganization using ethnography, interviews and photographic records as tools to achieve this objective. The findings obtained allowed us to conclude that for there to be a process of territorial reorganization, there must be a socioeconomic and symbolic-cultural appropriation that allows the identity and cultural reconstruction of the Nutabe people in a new spatiality.
