El presente estudio analiza las relaciones entre la innovación social, la innovación gerencial y su influencia en la creación de valor público en las entidades estatales colombianas, con un énfasis particular en las barreras estratégicas. La recolección de datos se llevó a cabo mediante la aplicación de un cuestionario en línea a 319 instituciones públicas en Colombia. Los hallazgos indican que la innovación social fomenta soluciones sostenibles e inclusivas a los desafíos sociales, mientras que la innovación gerencial desempeña un papel mediador al fortalecer la adaptabilidad y el desempeño organizacional. De manera inesperada, se encontró que las barreras estratégicas pueden actuar como catalizadores en ciertos contextos, lo que destaca su naturaleza dual en el proceso de creación de valor público. Estos resultados enfatizan la relevancia de diseñar estrategias sensibles a las circunstancias específicas de cada región y promover la colaboración intersectorial como medios para abordar las desigualdades y potenciar la generación de valor público en economías emergentes como la colombiana. |

La recolección de datos se llevó a cabo mediante la aplicación de un cuestionario en línea a 319 instituciones públicas en Colombia. Los hallazgos indican que la innovación social fomenta soluciones sostenibles e inclusivas a los desafíos sociales, mientras que la innovación gerencial desempeña un papel mediador al fortalecer la adaptabilidad y el desempeño organizacional. De manera inesperada, se encontró que las barreras estratégicas pueden actuar como catalizadores en ciertos contextos, lo que destaca su naturaleza dual en el proceso de creación de valor público. Estos resultados enfatizan la relevancia de diseñar estrategias sensibles a las circunstancias específicas de cada región y promover la colaboración intersectorial como medios para abordar las desigualdades y potenciar la generación de valor público en economías emergentes como la colombiana.This study analyzes the relationships between social innovation, managerial innovation, and their influence on public value creation in Colombian state entities, with a particular emphasis on strategic barriers. Data were collected through an online questionnaire administered to 319 public institutions in Colombia. The findings indicate that social innovation fosters sustainable and inclusive solutions to social challenges, while managerial innovation plays a mediating role by strengthening organizational adaptability and performance. Unexpectedly, strategic barriers were found to act as catalysts in certain contexts, highlighting their dual nature in the public value creation process.
