Para ello, se realiza un estudio de la normatividad que permita identificar los instrumentos de gestión en la ocupación del territorio, el análisis y la diferenciación de los conceptos de irregularidad, informalidad e ilegalidad y de cómo estos inciden en el subsistema habitacional del POT. Lo anterior, se realiza con apoyo en diferentes fuentes bibliográficas, entre las que se destacan el Acuerdo 48 de 2014 (POT del Distrito de Medellín), normatividad especializada en desarrollo territorial para determinar los modelos de ocupación y disposiciones en materia de vivienda y hábitat. Se concluye que, el modelo de ocupación, el subsistema habitacional y las estrategias en las áreas de intervención estratégica del Distrito de Medellín, por la ocupación informal en zonas de borde distan mucho de dicho modelo . Por tanto, es importante tener en consideración las situaciones de irregularidad, informalidad e ilegalidad, para promover el derecho a la vivienda digna, asequible, coordinada, articulada e incluyente.

To achieve this, a study of the regulations is conducted to identify management instruments for land occupation, along with an analysis and differentiation of the concepts of irregularity, informality, and illegality, and how they affect the housing subsystem of the LUP. This analysis is supported by various bibliographic sources, including Agreement 48 of 2014 (LUP of the Medellín District) and specialized regulations on territorial development to determine occupation models and provisions related to housing and habitat. The study concludes that the occupation model, the housing subsystem, and the strategies for the strategic intervention areas of the Medellín District deviate significantly from the proposed model due to informal occupation in peripheral areas.
