Lo anterior se realiza con el apoyo de diferentes fuentes bibliográficas, entre las que se destacan las sentencias proferidas por el Consejo de Estado, y la doctrina especializada en la materia. Para concluir, que jurídicamente, no es posible condicionar por parte del ente territorial, la expedición de licencias urbanísticas al pago anticipado de las obligaciones urbanísticas. |

To this end, a comparative study of the national standards that regulate the collection of obligations and how these are interpreted and applied in the municipal territory is presented, through the issuance of administrative acts with a lower normative hierarchy such as resolutions and municipal circulars. . The above is done with the support of different bibliographic sources, among which the sentences issued by the Council of State stand out, and the specialized doctrine on the matter.
