Es así como se crea el Consejo Nacional de Paz, Reconciliación y Convivencia (CNPRC) como el instrumento mediante el cual se busca además de garantizar una paz integral y duradera, el diseño y ejecución de una cultura para la reconciliación, la convivencia, la tolerancia, y la no estigmatización de los guerrilleros excombatientes y asegurar su efectiva reinserción en la sociedad. Esta política de paz posee la cualidad de un enfoque territorial, gracias al cual su aplicación toma en cuenta las características propias de los territorios. En el caso de Antioquia, la Política Departamental de Paz integra la Gerencia de Paz y Posconflicto y el Consejo Departamental de Paz, cuya implementación se ha dado mediante la iniciativa de las Vicealcaldías y los Cuerpos de Paz, y la Mesa Departamental para la Reincorporación de los guerrilleros excombatientes. Los objetivos de esta política de paz, tanto a nivel departamental como nacional, han enfrentado y enfrentan diversos obstáculos y retrasos tales como el incumplimiento en el presupuesto como con la adjudicación de tierras para la puesta en marcha de los proyectos productivos y los programas de reinserción de los excombatientes, a lo cual se suma el incremento en los asesinatos de estos y de líderes sociales durante el último año, lo cual pone en riesgo el éxito del plan de reinserción y el cabal cumplimiento del Acuerdo Final. |

Such challenges concern both the parties and civil society in general. This is how the National Council for Peace, Reconciliation and Coexistence (CNPRC) was created as the instrument through which it seeks, in addition to guaranteeing comprehensive and lasting peace, the design and execution of a culture for reconciliation, coexistence, tolerance , and the non-stigmatization of ex-combatant guerrillas and ensuring their effective reintegration into society. This peace policy has the quality of a territorial approach, thanks to which its application takes into account the characteristics of the territories. In the case of Antioquia, the Departmental Peace Policy integrates the Management of Peace and Post-conflict and the Departmental Council of Peace, whose implementation has been given through the initiative of the Vice-mayors and the Peace Corps, and the Departmental Table for the Reincorporation of ex-combatant guerrillas.
