Se requiere la formulación de un concepto general de referencia, mediante el cual se sugieran alternativas concretas de operación a partir de un análisis evaluativo de la educación y una perspectiva de investigación formación. Como concepto referencial, es construido colectivamente según requerimientos, necesidades y deseos de unos actores sociales, aún las distintas connotaciones que se le asignan en cada realidad confluyen en reconocer que "lo mejor" es inseparable de la educación como bien público, y que a fin de cuantas es redundante hablar de "calidad de la educación.
