description RESUMEN: En este artículo el autor se propone hacer un examen crítico del populismo tal y como éste ha sido implementado en los últimos años en algunos países de América Latina. El artículo inicia con una descripción de instituciones y crisis internacionales económicas y políticas. En segundo lugar, se analiza y critica la alternativa política propuesta por el populismo. Y en tercer lugar, se expone el ideal político que deriva de la democracia constitucional. El autor ofrece una res-puesta que busca superar la alternativa entre “populismo” nacional y “cosmopolitismo-liberalismo” internacional mediante una nueva orientación reformista en el nivel internacional de los organismos de gobernanza global a partir de una iniciativa de democratización de éstos por parte de las naciones de América Latina.

The author offers a response that seeks to overcome the choice between national “populism” and international “cosmopolitanism-liberalism” by way of a new reformist perspective at the international level of global governance.
