Dentro de las diversas reformas y efectos de la descentralización que potenciaron y fortalecieron el protagonismo municipal, se destacan la elección popular de alcaldes, la Constitución Política y el nuevo marco normativo que incluye las reformas fiscales. Uno de los efectos más importantes y discutidos fue la desorientación que dicha primacía generó en los gobiernos intermedios, tensionando las relaciones intergubernamentales en el país. |

Such primacy was shown from the development plans of the national government, but had been raised since 1913 with the issuance of law 4 than it was expected to modernize public administration in the country. Among the various reforms and decentralization effects that fostered and strengthened the municipal role include the election of mayors, the political constitution and the new regulatory framework, including fiscal reforms.
