RESUMEN: El presente artículo examina la interacción entre el desarrollo orientado al transporte (DOT), los Planes de Ordenamiento Territorial (POT o PBOT) y el proyecto del Tren del Río en el marco del Área Metropolitana del Valle de Aburrá (AMVA). Así mismo, se destaca la importancia de que las administraciones municipales se alineen con el proyecto del Tren del Río, evaluando cómo el POT o PBOT, y otras normativas legales nacionales y regionales influyen en la integración del sistema férreo. Por ende, se centra en la necesidad de adaptar los planes de ordenamiento a las demandas futuras de transporte y movilidad. En efecto, cuestiona sí los POT han sido actualizados adecuadamente para reflejar las exigencias del proyecto citado y su impacto en el área metropolitana. En ese mismo sentido, en el ámbito distrital/municipal, se destaca la importancia de contar con instrumentos de gestión del suelo y financiamiento implementados para asegurar la viabilidad de la infraestructura asociada al transporte y los principios DOT. Finalmente, se propone un diagnóstico de las normas y herramientas legales vigentes relacionadas con la planificación y gestión de proyectos de transporte férreo. Por lo cual, se ahonda en la necesidad de actualizar los POT o PBOT; y presentar un diagnóstico crítico de las acciones administrativas necesarias para mejorar el desarrollo urbano, con enfoque en la modalidad férrea y los instrumentos de gestión y financiamiento desde lo Municipal. |

It also highlights the importance of municipal administrations aligning with the River Train project, evaluating how the POT or PBOT, and other national and regional legal regulations influence the integration of the railway system. Therefore, it focuses on the need to adapt land use plans to future transportation and mobility demands. In fact, it questions whether the POTs have been adequately updated to reflect the requirements of the project and its impact on the metropolitan area. In the same sense, at the district/municipal level, the importance of having well-implemented land management and financing instruments to ensure the viability of the infrastructure associated with transportation and TOD principles is highlighted. Finally, a diagnosis of the current regulations and legal tools related to the planning and management of rail transportation projects is proposed.
