Afterwards, the main norms that exist in Colombia that regulate the soccer issue will be identified, and a small dogmatic and doctrinal analysis of their articles will be made. In the third chapter there is a study of how these regulations described in the previous chapter are applied in the Colombian reality, of which have been the shortcomings, but also the successes that have been had from the institutionality to form a soccer culture in peace. Finally, a series of conclusions are drawn. |

Para ello primero se describirá como fue el surgimiento de este fenómeno en Inglaterra con los Hooligans y su expansión por el mundo, en especial en América Latina donde el fenómeno suele presentarse como un problema inmediato a intervenir por las instituciones estatales de cada país, haciendo especial énfasis en Colombia. Después se identificarán las principales normas que existen en Colombia que regulan el tema futbolístico, y se hará un pequeño análisis dogmático y doctrinal de su articulado. En el tercer capítulo se hace un estudio de como estas normativas descritas en el capitulo anterior se aplican en la realidad colombiana, de cuales han sido las falencias, pero también los aciertos que se han tenido desde la institucionalidad para formar una cultura de futbol en paz.
