Cooperación sur- sur y triangular como estrategia de desarrollo económico local del municipio de Dibulla

The objective of the research is to analyze from a theoretical perspective if the municipality of Dibulla that there are necessary conditions to promote Local Economic Development from South - South Cooperation (CSS) and Triangular Cooperation (TC).It is a descriptive documentary research, with the methodological approach was made through the review from 2 references supported with structured interviews. Theoretical disassembly allowed to do conceptual clarifications about SSC and CT and LED, in order to verify if it is posible to apply them in the municipality of Dibulla. It is concluded that international cooperation for development is naturally dynamic and its actions are focused on the solution of socioeconomic problems under a humanistic approach. According to SSC and TC, they are innovative modalities. As for the LED, its actions optimize and enhance the local economy of the territories in a more contextualized way by relying on clearly own products. Finally, achieve a favorable scenario to promote Local Economic Development from South - South Cooperation (CSS) and Triangular Cooperation (TC) is necessary the existence of a scenario with political will, planning processes in the long term; a clear road map on the priorities to be addressed in the territory; a leader in charge of promoting; organizing and guiding investments (financial or human capital) and an integrated civil society far from the theory of a benefactor state
