description The purpose of this research article is to analyze the way in which the Organized Armed Groups (GAO) constitute or obstacle to the construction of peace and development in 5 Municipalities of the South of Córdoba, through a qualitative methodology of historical type. To achieve the main objective, the relationship between SDG 16 peace, justice and solid institutions was first examined with the concept of institutional weakness and the presence of a difference in the State in Colombia. Secondly, the socio-economic and political context of southern Colombia was analyzed. Córdoba to understand the context in which the GAO operate; thirdly, the concept and recent evolution of the presence of Organized Armed Groups in this region and how their actions are affecting the construction of peace was analyzed. Based on this, the main research projects are that as long as the institutions of the State and their presence in the territory are not strengthened, the armed actors will continue to be a threat that increasingly take on more power and hinder the construction of peace and development.

Para lograr el objetivo principal se diseñó una metodología cualitativa de tipo histórico, primero se examinó la relación existente entre el ODS 16 paz, justicia e instituciones sólidas con el concepto de debilidad institucional o presencia diferenciada del Estado en Colombia, en segundo lugar se analizó el contexto socio- económico y político del Sur de Córdoba para entender el contexto en el que operan los GAO, en tercer lugar se analizó la evolución reciente de la presencia de Grupos Armados Organizados en esta región y como su accionar está afectando la construcción de paz.
