Summary:A common Colombian cities, is to present a social problem, framed in the political, social, recreation and sport. Always characteristics of these cities are not having programs for the improvement of the city. The city of Medellin has been facing this problem with planning proposals taking into account the social, economic and environmental. (See similar reference-UPI), with excellent results until today, which tells us or shows us the way or manner of how we address the problem and prevent deterioration or poor physical and social development of Colombian cities and why not Latin America. The city of Cartagena de Indians located north of the country is no stranger to present this kind of social problems in poor neighborhoods located in the southeastern and south of the city, in the latter placed the districts in question such as: Consolata Villa Rubia, Cesar Florez and Jorge Eliecer Gaitan where a proposal for the urban overall improvement.
