Puentes vivos La Ladera : proyecto urbano integral para la conexión entre el barrio San Miguel y La Ladera

The Library Park León de Greiff it´s located in in the neighborhood La Ladera, which was a project developed under the terms of office of Sergio Fajardo with the purpose of revitalize low resource´s areas inside the city to guarantee free access to information, lecture skills, writing skills and enjoyment of the culture of every citizen. Inside the immediate context is located the UVA de la Imaginación, at the neighborhood San Miguel, which pretends to vinculate the existing infrastructure of the EPM (Medellin Public Enterprises) water tanks, with a new recreative program and a punctual objective of generating effective public space as a neighborhood articulator. At the moment of analizing both sectors there can be found an urban disconnection between these two urban equipments, adding to this the topographic conditions given in a valley´s shape that generates the La Loca´s ravine and the expontaneous settlements that are disposed along it generating a division between the neighborhood La Ladera and San Miguel. At the year 1013 was registered the entrance of 1´861.969 visits and for the year 1016 the entrance decreased to 1´186.890 visitors according to the Red de Bibliotecas´s data which presents a decrease of 45% of the users at that period due to the changes of needs and dynamics of the community trough time as posed by the Plan de Desarrollo Local de la Comuna 8 – Villa Hermosa, which shows a commitment to cultural management and development of public space. The Project intends to interweave La Ladera y san Miguel neighborhood taking advantage of the existence of two facilities, in order to build a social urbanism of neighborhood scale and generate a conection through two bridges where the concepts of transit and being are debeloped to create an urban interaction on a pedestrian scale. This urban intervention covers the dimensions that comprehends the idea of a PUI (Integral Urban Project) with the intention of generating a simultaneously a development on the intervention area under the strategy of “building on the built” these dimensions are and get developed on the project as follows:Physicaldimension: On one hand the development of “puentes vivos la ladera” as a connection, also the improvement of public space and housing located in flooding risk areas, in addition to the recovery of the environment. Social dimension: Seeks to respond to the needs of people of the place by shortening distances and traveling times between the surrounding neighborhoods, in addition to generating a complementary program to which the two facilities offer, all this in search of increasing the radius of incidence towards the existing equipments. Institutional dimension: Seeks to generate programatic alliances with the private sector (UVA de la imaginación and Parque Biblioteca León de Greiff) with the purpose of bringing different scenarios of fairs from the city to the neighborhoods of San Miguel and La ladera
