Summary:This research project aims to analyze how the primary school teacher can become a norm referent in the process of citizenship education of the students, also to recognize the incidence of the norm in the processes of citizen construction and coexistence, this, due to the significant importance for society to have a good academic orientation that allows effective performance in the educational process of learners. The methodology used during the execution of the project is qualitative which allows us understanding and knowing the reality about what constitutes the norm, the teacher and the citizenship education, where it can contribute to the education of critical, individual and socially active individuals, with ability to face challenges and opt for a perspective that recognizes the citizen culture and coexistence. It also gives a look from the hermeneutic approach which eases socialization with the context and the exchange between the school environment and the citizen. As for the instruments used in the development of the project, we can mention the following: observation of classes, interview of teachers, systematization and analysis of information, important elements that allow us to conclude that citizenship education is vital for performing in society, as well as the teacher's role in this process
