Description
Summary:The real estate dynamics of the main cities of the country means that the cadastral databases are constantly out of date. In addition, CONPES 3958 establishes that at present the Colombian cadastre maintains a traditional fiscal approach, which fails to meet the information needs for the formulation and implementation of various public policies, given that haven´t efficient updating processes, it does not allow its integration with other sources of information and it´s not complete. With cut-off as of January 1, 2019, 66.00% of the national territory has outdated cadastral information, 28.32% do not have cadastral information and only 5.68% of the national territory has updated information (IGAC, 2019). The same situation affects various areas of public administration, from the collection of property tax; fundamental for the finances of the municipalities, up to urban planning. Although the cadastre offices tend to keep this information up-to-date, the speed with which it changes means that more resources are needed every day to meet this objective. Thus, this project presents the implementation of a new process using photogrammetric tools (Ultramap and INPHO Software), data analysis and geoprocesses (Arcgis Software) that allow identifying with high certainty in which properties the Medellín Cadastre Directorate will focus its means.
