Summary:The adoption of the neoliberal development model that delegates the provision of public electric power services to the private sector has generated new changes in public organizations, forcing the old business model of dependence to be modified by a management structure in line with the new requirements in a new market model. The present descriptive hermeneutic historical study had as main objective to describe the influence of the laws 142 and 143 of 1994, in the management of the company Electricauca of the city of Popayan, between the years 1994 and 1997. It is concluded that the Lack of managerial preparation and the predominance of clientelism, was the preferential and equivocal strategy to face the processes of change and transformation causing serious affectations to the company in question which led to the intervention by the State.
