El primer paso para la “anhelada descentralización administrativa” del “departamento piloto”This article is inserted in the 50th anniversary of the department of Risaralda,and it brings a revision of its first years of institutional life, tracking down thedescentralization proccess in which was prioritized road infraestructure andpublic services such as sewerage, aqueduct and hydroelectric power stations.However, it was an incomplete descentralization that was mediated by clientelistnetworks that benefited themselves from the creation of the department, thatconcentrated in the figure of parliamentary and ordinace aids all the weight ofthe municipal inversions.El artículo es parte de un proceso de investigación en torno al balance político yadministrativo de los cincuenta años de creación del departamento de Risaralda(1967-2017). Se aporta una revisión de diversas fuentes documentales de laépoca, con el fin de identificar los principales aspectos políticos del procesode descentralización en el que se priorizó la infraestructura vial y los serviciospúblicos, como alcantarillado, acueductos y electrificadoras.
