This fast development has highlighted the needof the services, which are largely provided on the infrastructure available,always searching the best performance network offered at a time andplace.An alternatively for this process is the Research Group IEEE 802.21, whichis in charge of standardizing the Media Independent Handover (MIH)solution of interoperability at Layer 2 between technologies IEEE, andbetween these and the current cellular networks.This article presents the process for the implementation of a NS2 (NetworkSimulator 2) agent to evaluate the behavior of Media IndependentInformation Service (MIIS) of IEEE 802.21 (IEEE, 2008) on a high mobilityscenario.El incremento de soluciones inalámbricas enfocadas a la prestación de servicios de telecomunicaciones ha llevado al desarrollo de diversas tecnologías orientadas a ambientes específicos, cada una de ellas con una arquitectura y un campo de aplicación particular. Este desarrollo acelerado ha puesto en evidencia la necesidad de que los servicios se faciliten, en gran medida, sobre la infraestructura física disponible, buscando siempre la red que mejores opciones ofrezca en un momento y lugar determinados. Una alternativa para dichos procesos, es el Grupo de Trabajo 802.21 del IEEE, encargado de estandarizar el denominado Media Independent Handover (MIH), solución de interoperabilidad a nivel de capa 2 entre tecnologías IEEE, y entre estas y las redes celulares actuales.
