One of the fundamental conditions is the formation and qualification of class and place consciousness, through mobilization and popular participation in each development project, aiming at the conquest of decision-making autonomy and self-management, the conservation of nature and the valorization of cultural heritage. The procedures adopted in this work consist of a literature and empirical research, which allowed obtaining, as main result, guidelines for the implementation of territorial development projects.
