As opposed to that problematic, the document advances in the preliminary exposition of recommendations and elements of public policy.Este trabajo responde al interés de revisar los avances recientes del departamento de Risaralda en la oferta de oportunidades de desarrollo para su población. Para ello se parte del enfoque de desarrollo humano del PNUD y se asume una perspectiva de género en el análisis de los indicadores. Se concluye que, en materia de desarrollo humano en el departamento, las mayores dificultades se concentran en el debilitamiento de la dinámica de crecimiento económico y en la inequidad territorial y de género en el acceso a las oportunidades.
