The approach becomes, by means of three theoretical perspective: the economic one, the financier and the administrative one, looking for to include/understand the operation of the water, its handling and its importance as I publish well.En esta actividad investigativa-formativa el principal interés es mostrar la situación de los acueductos comunitarios y las empresas de servicios públicos, en este caso el acueducto Cestillal el Diamante y la empresa Aguas y Aguas de Pereira, antes y después de la aplicación de la ley 142 de 1994.
