The article makes use of hermeneutic tools to analyze the newspaper's texts relative to economic concepts in order to show their link to liberal thinking. The article concludes that Santander's elite had the intention to form a liberal citizenry but that the project was left incomplete.El siglo XIX colombiano se desarrolló entre el intento y el debate de formar una nación liberal. En el contexto de dicha tensión, se configuró en el Estado de Santander el experimento de constituir una sociedad liberal. Una de las experiencias de esa utopía fue la publicación del periódico titulado “Instructor Popular”, que pretendió formar ciudadanos liberales. Este artículo explora, bajo una lectura hermenéutica, aquellos textos encontrados en el periódico relacionados con conceptos económicos, para establecer la red conceptual del ideario teórico liberal.
