The article is based on an assessment of the Development Plans for the period 2008-2011 in Quindio's municipalities, and it is the result of a research project funded by the University of Quindio, of which the author is the main researcher.En el marco de los procesos de Planeación Participativa en torno a la formulación de los planes de Desarrollo, se realiza una reflexión sobre las características de la sociedad civil, a nivel nacional y local, que potencializan o impiden que estos procesos participativos alcancen el objetivo para los cuales fueron concebidos.
