Para entenderla se requiere un conocimiento del marco jurídico encargado de legislarlas, pero se debe de tener en cuenta que estas leyes son flexibles y variables con el tiempo y las circunstancias. En el momento de enfrentarse a un proceso licitatorio se puede precisar un esquema muy general, pero el buen resultado de la propuesta depende del análisis adecuado de variables, el entendimiento del objeto y la preparación del proponente; ya que este proceso no acaba con la adjudicación, sino que es la base de un otro más complejo llamado OBRA. / Abstract: The public tendering is an important part of the architect's professional development, becoming the general model to regulate the relations between government and architects. To understand it requires knowledge of the legal charge of legislation, but it should be noted that these laws are flexible and variable with time and circumstances.
