Summary: | This article analyzes the regulatory framework of Colombia's fixed telephony as a tool for public policy. The article describes the technological features of the sector and illustrates the regulatory instruments designed by the Telecommunications Regulatory Commission. The article uses the principalagent model in order to assess moral hazard and incentives, and it concludes that service providers are complying with the regulatory requirements regarding the installation and reparation of fixed telephone lines. |
