A pesar de toda la normatividad vigente que define el Cerro Canceles como un Área de Manejo especial para el Área Metropolitana Centro Occidente y la declaración por parte del Concejo Municipal de Pereira como un Parque Ecológico Recreativo, no se ha logrado darle la importancia y aprovechamiento que merece toda la riqueza ecológica, arqueológica y cultural que merece esta zona de la ciudad ya que además sirve como conector en el corredor ambiental que comprende el Río Otún, el Jardín Botánico de la Universidad Tecnológica de Pereira, el Salado Consotá y el Consotá. Teniendo en cuenta lo anterior, la propuesta urbana plantea una cadena de miradores, mimetizados con la topografía, convirtiéndolos en elementos del paisaje y a su vez como medio para observación del mismo entorno. Dichas plazas están conectadas por una vía vehicular de servicio, vía peatonal y ciclo vía, lo que se busca es que realizar una intervención lo menos impactante posible al ecosistema que encontramos en el Cerro. El proyecto arquitectónico morfológicamente se acopla a la topografía del cerro, proponiendo espacios con orgánicos satélites, que rematan en una gran plazoleta, el planteamiento propone implementar acciones para contrarrestar la incidencia de estos factores en el lugar, como estrategias de diseño y la utilización de materiales idóneos para el control térmico, aprovechamiento de las visuales, creación de zonas de estancias y el desarrollo de actividades al aire libre. Lo que se busca es que haya una apropiación de tanto de quienes viven en la ciudad como las personas que solo están de visita y puedan disfrutar de cada uno de los espacios que brinda el sector. Abstract: This project is an academic exercise that results from the basic bioclimatic studies applicable to any place, in this case the Cerro Canceles, located in the city of Pereira in the department of Risaralda. Despite all the regulations in force that define Cerro Canceles as a special Management Area for the Central West Metropolitan Area and the declaration by the Municipal Council of Pereira as a Recreational Ecological Park, it has not been possible to give it the importance and use that deserves all the ecological, archaeological and cultural wealth that this area of the city deserves as it also serves as a connector in the environmental corridor that includes the Otún River, the Botanical Garden of the Technological University of Pereira, the Salado Consota and the Consota. Taking into account the above, the urban proposal proposes a chain of viewpoints, mimicked with the topography, turning them into elements of the landscape and in turn as a means of observing the same environment. These places are connected by a vehicular service road, pedestrian road and cycle path, what is sought is to make an intervention as less impactful as possible on the ecosystem we find in the Hill. The architectural project morphologically matches the topography of the hill, proposing spaces with organic satellites, which end in a large square, the approach proposes to implement actions to counteract the incidence of these factors in the place, such as design strategies and the use of materials suitable for thermal control, use of visuals, creation of living areas and the development of outdoor activities.
