Its representative and deliberative character is the center of political dynamics. This legislator has its legitimacy by the mechanism of election by popular vote. However, our system of figures distributed at the moment is not the most consistent with the goal of democratic representation, as it can enter undesirable exclusions and failures that weaken citizen participation. The current system of distributed figure of the visibility of the minorities, anchors of the social movements and in the long run does not contribute in the strengthening of the institutions.  El Congreso de la República tiene un rol de vital importancia en la estructura democrática, su carácter representativo y deliberativo le hace centro de la dinámica política. Su legitimidad está dada por el mecanismo de elección mediante voto popular; sin embargo, el sistema de cifra repartidora tal vez no es el más acorde con la meta de representatividad democrática, pues puede entrañar exclusiones indeseables y fallas que debilitan la participación ciudadana. El actual sistema de cifra repartidora desmejora la visibilidad de las minorías, anquilosa los movimientos sociales y no fortalece las instituciones.  O Congresso da República tem um papel vital na estrutura democrática. Seu caráter representativo e deliberativo é o centro da dinâmica política. Este legislador tem sua legitimidade pelo mecanismo de eleição pelo voto popular. No entanto, nosso sistema de cifras distribuído no momento não é o mais condizente com o objetivo da representação democrática, pois pode entrar em exclusões e falhas indesejáveis ​​que fragilizam a participação cidadã.
