In general, the existent regulation in addition to being scattered isunclear and unspecific.Desde mediados de los años noventa, el gobierno colombiano empezó aestablecer leyes para promover la creación de organismos y programas a loscuales los potenciales empresarios pudieran acudir para concretar su idea denegocio. En la actualidad, existen normas generales y específicas así comoleyes y medidas de apoyo a la creación de empresas que por estar tan dispersasson pocos conocidas. Este artículo presenta parte de los resultados deuna investigación realizada en Colombia sobre la legislación de la actividademprendedora y los mecanismos de apoyo a la creación de nuevas empresas. Seutiliza la teoría económica institucional, específicamente, la vertiente lideradapor North (1990). La información se obtuvo a través de 30 entrevistas a representantesde organismos de apoyo y organismos estatales, y de consultas dedocumentos oficiales.
