La presente investigación se ha centrado en el impacto observado en la gestión comercial y operación interna de las empresas antioqueñas que implementaron las normas de la serie NTC ¡SO 9001, que tiene como propósito establecer las condiciones básicas del sistema de gestión de calidad y le permite a la organización cumplir con los requisitos de calidad de sus productos o servicios acordados con los clientes, para beneficio de ellos especialmente. Lo anterior debido a que todo programa o proyecto específico, debe cuestionarse si la intervención está produciendo los beneficios previstos o si éste se podría diseñar mejor para lograr los resultados deseados, que son preguntas que sólo se pueden responder mediante una evaluación de impacto. La evaluación del impacto del Programa CYGA, fue realizada con base a encuestas enviadas por el ICONTEC, a las empresas antioqueñas que obtuvieron la certificación de calidad con el apoyo del programa antes de finalizar el año 2003, de acuerdo al formulario diseñado por el equipo investigativo. La información obtenida fue analizada con el propósito de establecer un diagnóstico, para posteriormente hallar indicadores, índices y recomendaciones, útiles para mejorar programas similares que en el futuro se adelanten y para identificar aspectos en los cuales se debe trabajar para fortalecer el sector e incentivar a las PYMES a que apliquen prácticas administrativas y operativas aceptadas a nivel internacional, basándose en los resultados obtenidos por otras empresas.ABSTRACT; The CYGA program, was created in December 1999 with the collaboration of the Inter-American Development Bank (BID), the "Instituto Colombiano de Normas Técnicas" (ICONTEC) and the "Servicio Nacional de Aprendizaje" (SENA). Its purpose was to increase competitiveness both nationally and internationally for small and medium companies that belonged to Colombia's real sector economy; by means of implementing and certifying these companies with the Quality Management System under the ¡SO 9001 standard and the Environmental Management System under the ISO 1400 standard. The present investigation has focused in the observed impact in the commercial and operation management within the companies that implemented the NTC ISO 9001 standards. These standards have the purpose of establishing the basic conditions of the Quality Management System and allow the organization to meet the agreed quality requirements with clients for their products and services. The whole program or specific project has to question itself whether its intervention is accomplishing the desired results, or if the program could be redesigned in order to obtain better results. These are questions that can only be answered through an impact evaluation. The CYGA Program impact evaluation was made using poles sent by the ICONTEC to antioqueñan companies that had obtained the Quality Management System certificate with the program's support before 2004, according to the form design by the investigation team. The obtained information was analyzed with the objective of establishing a diagnosis. Afterwards the team found useful indicators, indexes and recommendations to improve similar programs that míght be held in the future. The results also identified points in which is it necessary to work on, in order to strengthen the small and medium companies' sector.
