Summary:The problem of occupation of public space by informal sellers of Barranquilla is one of the social phenomena that most affects the user population of the historic center of Barranquilla, its situation has been the subject of many studies that have tried to explain their causes and consequences. In this research work seeks to contribute to the analysis of the problem from the current regulations and the enforcement of management policies and control of public space assumed in recent years by government agencies. The frame of reference was structured based on the contributions of previous studies and on the conceptual theoretical foundation of authors such as Joseph, Isaac (1988), Borja, Jordi (2003), Rawls John (2006), Frick, Dieter (2011) Rojas , Ángela (2011), among others. The study corresponds to a mixed design in the qualitative and quantitative, within the framework of educational research, under the interpretative paradigm. Information gathering techniques such as documentary review, surveys and interviews were used. By way of conclusion, the investigation finds a marked discrepancy between government actions through its policies of management and control of public space and compliance with the regulatory provisions that in this matter are established in the Colombian state.
