description	The implementation of Law 100 of 93 became to Colombia as a leader in the organization of a health system, base on the Principle of universality and public participation. At the beginning it organize its institutions, procedures and financing of social security system. After that, there were a lot of reforms usefull to the changes, that had the purpose to promote, and ensure higher levels of welfare to all human beings. Law 715 of 2001 develops the legislative act 1 of 2001, establishing the general system of participations. Law 789 of 2002 gives a structural adjustment to the social security system of social protection which is a new tool to provide health. Law 1122 of 2007 was insufficient to meet the challenges of health. Initially the purpose of Law 1438 de 2011 was to improve the public service of health, and also it defines a national policy of social participation in order to intervene in the public politics of health.

Initially the purpose of Law 1438 de 2011 was to improve the public service of health, and also it defines a national policy of social participation in order to intervene in the public politics of health.La implementación de la ley 100 del 93 “puso al país como referente en la ordenación de un sistema de salud, con pretensiones de universalidad y participación de particulares,”1 su inicio fue la conformación de la organización de sus instituciones, procedimientos y financiación del Sistema de Seguridad Social. De ahí en adelante se da un andamiaje de reformas, todas estas susceptibles al cambio según el ritmo de las transiciones históricas, con el fin de promover y garantizar el aseguramiento y el bienestar de todos los seres humanos. Es así con La ley 715 de 2001 se establece el sistema general de participaciones, también la ley 789 de 2002 le da un ajuste estructural al sistema de seguridad social convirtiéndolo a uno de protección social el cual es una nueva herramienta del Estado social de derecho para hacer efectivo en forma universal y progresiva el derecho a la salud.
