Summary:In the first part of the document, theories about human capital are disclosed and how this is necessary for countries, in addition to this, laws are indicated which are part of a higher education regulation in Colombia. Then in the second section reference is made to the importance of public policies in a country and other concepts that are part of public policies and thus understand a little more, the importance of them. Thirdly, we have already found the quantitative results that were observed in the public policy “Ser pilo pays” taking into account the budget that the government granted and how was its coverage. Finally, the evaluation of public policy is observed based on what is seen in the budget and coverage, where its efficiency and effectiveness are evaluated, taking into account the national planning department.
