Summary: | Colombia has been one of the countries strongly hit by violence and armed groups located throughout the country; one of the departments with the highest rate of attacks against the civilian population registered is Guaviare, which in turn has a large percentage of forests and natural resources, most of which are used for illegal activities. From this information, together with an analysis of each determinant, a master plan was created that covers the entire departmental territory with a regional scope based on four pillars: improvement of road connectivity, environmental protection, social restoration and productivity, having an integral plan of improvement of the factors at a macro level, two partial plans of municipal improvement are generated that have coherence, integration and linkage with the master plan, one of them with environmental approach and the other with social approach, this last one located in the zone of the municipality El Retorno, looks for the social reconciliation of two cultures victims of the armed conflict that live there; through three units of action and architectural projects that guarantee the restoration and permanence of the lands, having food security, permanent housing and social restoration between the peasant and indigenous cultures. |
