This paper shows a model that other states and countries base their competitiveness on better transportation systems.La inversión en infraestructura de transporte férreo ha estado limitada por las necesidades de la política preferencial hacia el transporte de carga por carretera. Mientras que el crecimiento económico demanda un incremento en la capacidad ofrecida del transporte de carga, el costo de éste se incrementa por causa de factores variables que inciden en los precios del sector productivo colombiano en el mercado nacional e internacional.
