En este artículo deseo presentar algunas ideas sobre aspectos relacionados mas con nuestro inmediato pasado, años 1990 y 1991, y con las indicaciones que a partir de ellos están haciendo diversos analistas mundiales a quienes en el transcurso del años 1992 he podido oír o leer.
